Meet our Keynote

Dr. Stephen Loyd

We are pleased to welcome nationally respected addiction medical specialist and Director of Drug Policy for the State of West Virginia, Dr. Stephen Loyd, as the 2026 keynote speaker.

The inspiration behind Michael Keaton’s character in the Emmy Award-winning series “Dopesick” on Hulu, Dr. Loyd has battled the opioid epidemic since beginning his own recovery journey from opioid and benzodiazepine addiction in 2004.

For more than 20 years, he has advocated for treatment and recovery initiatives, testified in the courts against opioid manufacturers and distributors, and supported effective drug policies both locally and nationally. In 2014, he was named an Advocate for Action by the White House’s Office of National Drug Control Policy (ONDCP).

Dr. Loyd’s personal story of overcoming a substance use disorder serves as a driving force, motivating him to continue making strides for positive change.

We look forward to hearing Dr. Loyd’s incredible story this April!

For Substance Abuse Professionals

For SAPs

For the third year, NDASA is pleased to offer advanced Substance Abuse Professional training in conjunction with our conference.

New! Comprehensive SAP Qualification/Requalification Training

DATES: Sunday, April 26 & Monday, April 27
INSTRUCTOR: Tamara Cagney, EdD, MA, BSN, LMFT, LPCC, CEAP
Whether you seek to become qualified as a substance abuse professional for the first time or want to complete mandated 3-year requalification training, this intensive, in-person, 2-day session is designed to provide SAPs with the essential knowledge and practical skills to perform their critical role in the Department of Transportation (DOT) drug and alcohol testing program.

SAP 2.0

DATES: Monday, April 27 & Tuesday, April 28
INSTRUCTOR: David Perlman, BA NCAC II, EAP

This is a specialized two-day training program for seasoned Substance Abuse Professionals. It is NOT meant to prepare SAPs for their initial SAP examination, but is designed to offer advanced training to experienced SAPs (with 3 or more years) to satisfy their triennial CEU requirement.

NEW! SAP Business 101

DATES: Wednesday, April 29 & Thursday, April 30
INSTRUCTOR: David Perlman, BA NCAC II, EAP

Initial SAP training is all about passing a test. The how-to isn’t covered. How do you go about securing clients, growing your practice and being the standout SAP in your area? During this two-day session, learn about what reports look like, other than a list from the regulation, how to work with Designated Employer Representatives (DERs) and Medical Review Officers (MROs), what should actually go into Initial and Follow-up Evaluations, marketing your practice and how to maximize your efficiency and time management.

If your goal is to complete 100 or more SAP cases a year, plan on attending this one-of-a-kind session.
